These Terms of Service (“Terms”) govern your access to and use of Dibri, including the public website at dibri.md, the Dibri application, monitoring functions, notifications, and related services (collectively, the “Service”).
By creating an account or using the Service, you agree to these Terms.
1. Service operator
Dibri is currently operated by:
Briceag Dmitri
Natural person
Tighina, Republic of Moldova
Email: contact@dibri.md
In these Terms, “Dibri”, “we”, “us”, and “our” refer to Briceag Dmitri as the operator of the Service.
2. What Dibri does
Dibri is a website monitoring and diagnostic service intended primarily for website owners, freelancers, agencies, and other persons responsible for websites.
Depending on the currently available functionality, Dibri may perform checks including:
- HTTP availability and status checks;
- text present / text absent checks;
- SSL/TLS certificate checks and expiry monitoring;
- domain and publicly available domain-information checks;
- robots.txt and sitemap.xml checks;
- response-time and latency measurements;
- monitoring from multiple network locations;
- incident detection and recovery tracking;
- notifications by email, Telegram, or other supported channels.
Features may be added, changed, temporarily disabled, or removed as the Service develops.
3. Accounts and Organizations
You must provide accurate information when registering and keep your login credentials secure.
You are responsible for actions performed through your account unless caused by a security failure attributable to Dibri.
Dibri may organize data under an Organization. Websites, checks, incidents, notification settings, and related data may belong to an Organization rather than to an individual user.
If you are a member of an Organization:
- authorized members may have access to Organization data according to their permissions;
- Organization administrators may invite or remove members and manage Organization resources;
- you must only add persons and contact details that you are lawfully permitted to use.
The Service is intended for adults. You must be at least 18 years old to create and use an account in your own name.
4. Your monitored websites and lawful use
You are responsible for the websites, URLs, text patterns, notification destinations, and other information that you configure in Dibri.
You must have a lawful basis to monitor the websites and services you add. Where permission is required, including for client systems, private systems, or restricted resources, you are responsible for obtaining it.
You must not use Dibri:
- for unlawful activity;
- to attack, scan, overload, disrupt, or degrade third-party systems;
- to bypass authentication, access restrictions, or security controls;
- to access private networks, metadata endpoints, or internal infrastructure without authorization;
- to distribute malware or harmful content;
- to perform abusive or excessive requests;
- to infringe the rights of other persons;
- in a way that creates material risk to Dibri, its infrastructure, providers, or other users.
Dibri may refuse or block certain URLs, IP ranges, ports, redirects, or monitoring patterns for security and abuse-prevention reasons.
Do not put passwords, authentication tokens, API keys, or other secrets into monitored URLs or text checks.
5. How monitoring works
Dibri performs automated network requests from one or more monitoring locations.
Monitoring results can be affected by:
- local or regional network failures;
- DNS behavior;
- hosting or CDN configuration;
- firewalls, bot protection, and rate limits;
- third-party services;
- geographic routing;
- maintenance;
- failures of Dibri infrastructure or a monitoring location.
Therefore:
- a failed check does not necessarily mean that a website is unavailable to every visitor;
- a successful check does not guarantee that every feature of a website works correctly;
- different monitoring locations may produce different results;
- notifications may occasionally be delayed, duplicated, missed, or triggered incorrectly.
Dibri is designed to reduce the risk of unnoticed website problems, not to eliminate that risk completely.
You should not use Dibri as the only monitoring, security, backup, disaster-recovery, or incident-response mechanism for critical infrastructure.
6. Monitoring requests to third-party websites
When Dibri checks a website, the monitored website may receive technical request data such as:
- the IP address of a Dibri monitoring server;
- request time;
- HTTP headers;
- User-Agent;
- requested URL;
- connection and protocol information.
Monitoring from multiple regions may cause requests to originate from different countries or providers.
7. Notifications
You may enable notifications through email, Telegram, or other supported channels.
Notification delivery depends partly on third-party infrastructure and cannot be guaranteed.
You are responsible for:
- entering correct notification destinations;
- having the right to use contact details belonging to another person;
- keeping notification channels active and accessible.
Service and incident notifications are operational messages required to provide functionality that you enable. Marketing messages, if introduced, will be handled separately and will not be required in order to use the monitoring service.
8. Free, beta, and paid functionality
Dibri may offer free, beta, trial, or paid functionality.
If paid plans are made available, the applicable price, billing period, included resources, renewal terms, cancellation conditions, and any material payment conditions will be shown before purchase.
Payments may be handled by a third-party payment processor or merchant of record. Where applicable, the terms and privacy rules of that provider will also apply to the payment transaction.
Nothing in these Terms limits mandatory consumer rights that apply under the law.
Dibri may change free-plan limits, trial conditions, or features. Material changes affecting an active paid plan will be communicated where required by law or the applicable purchase terms.
9. Customer data and personal data entered by Organizations
You retain your rights in the configuration and content you submit to Dibri.
If you enter personal data relating to another person, such as a client email address or Telegram destination, you confirm that you are entitled to provide and use that information for the configured purpose.
Where Dibri processes personal data on behalf of an Organization solely to provide the Service, Dibri may act as a processor/service provider for that data, while the Organization remains responsible for its own lawful basis and instructions.
Additional data-processing terms may be agreed where required.
10. Intellectual property
The Dibri software, interface, branding, design, documentation, and original content are protected by applicable intellectual-property laws.
These Terms give you a limited right to use the Service. They do not transfer ownership of Dibri or its intellectual property.
You may not copy, resell, reverse engineer, or exploit the Service except where permitted by applicable law or expressly authorized by us.
11. Availability and changes
We aim to keep Dibri reliable, but the Service is provided on an “as available” basis.
Unless expressly agreed otherwise, we do not guarantee:
- uninterrupted availability;
- a specific monitoring interval at all times;
- delivery of every alert;
- complete accuracy of every check;
- detection of every outage, certificate problem, domain issue, content issue, or functional failure.
We may perform maintenance or make changes necessary for security, stability, legal compliance, or product development.
12. Suspension and termination
You may stop using Dibri at any time.
We may suspend checks or access when reasonably necessary because of:
- a serious or repeated breach of these Terms;
- abuse or unlawful activity;
- a security incident or credible security risk;
- technical behavior that threatens the Service or third parties;
- non-payment of a paid plan, if applicable;
- a legal requirement.
Where reasonably possible, we will provide notice before terminating a paid account, unless immediate action is required for security, abuse prevention, or legal reasons.
13. Account deletion
Where account deletion is available, you may request deletion through the Service or by contacting contact@dibri.md.
Deletion of an individual user account may not automatically delete Organization data if other authorized members remain.
If you are the only person responsible for an Organization, additional confirmation may be required before Organization resources, monitoring history, and incidents are permanently deleted.
Some information may be retained where required for security, dispute resolution, accounting, or compliance with law.
14. Disclaimer and limitation of liability
To the maximum extent permitted by applicable law, Dibri is not responsible for indirect, incidental, or consequential loss arising from use of the Service, including loss caused by delayed, missed, duplicated, or incorrect monitoring results or notifications.
Dibri does not replace professional security monitoring, backups, incident response, or business-continuity systems.
Nothing in these Terms excludes or limits liability or consumer rights that cannot legally be excluded or limited.
15. Privacy
Our processing of personal data is described in the Dibri Privacy Policy.
The Privacy Policy is a notice explaining how data is processed. Accepting these Terms does not turn every processing activity into consent-based processing.
Where the law requires separate consent, Dibri will request it separately.
16. Changes to these Terms
We may update these Terms as Dibri develops or legal requirements change.
The current version and update date will be published on the Dibri website.
If a change materially affects an existing contractual relationship, we may require you to accept the updated Terms or otherwise provide notice as required by law.
17. Governing law
These Terms are governed by the laws of the Republic of Moldova, without prejudice to mandatory rights that may apply to consumers or users under other applicable laws.
